Programme Administration at the Regional Level: Challenges and Opportunities for Ukraine in Territorial Development and Reconstruction

In this study, we analysed the EU Structural Funds governance framework in line with European Commission regulations; examined best practices from 13 EU Member States in building regional programme management bodies; assessed Ukraine’s potential to introduce a regional programming model, taking into account the specifics of its administrative-territorial structure; and provided practical recommendations for the phased launch of pilot initiatives at oblast level.

In this study, we assessed the current policy on the SFRD, highlighted certain shortcomings that, in our opinion, require further work, analyzed the issue of institutionalization, its advantages and disadvantages, taking into account the experience of other countries, and provided recommendations for Ukrainian public authorities on how to improve this instrument in line with European Union standards, particularly considering the provisions of the “Public Administration Reform” block of the Fundamental Cluster and Chapter 22.

In recent years, the concept of multilevel governance has gained significant traction in Ukraine and can now be considered part of the policy mainstream. This is, overall, a positive trend on Ukraine’s path toward EU membership. However, the practical implementation of foundational principles such as multilevel governance requires an evolutionary approach. At the early stages of introducing new terminology that reflects specific principles, there are often varying interpretations, perceptions, and understandings of their core meaning. Terms are frequently adopted faster than a clear understanding emerges of what they mean, why they are important, and how they should function in practice.
